INTERREG IVC brought inspiration to Czech regions
The third in a row 'Inspiration for future' workshop organised by INTERREG IVC for representatives of public authorities and bodies governed by public law took place on 11 April 2013 in Prague, Czech Republic. The participants discussed the benefits for their regions and interregional cooperation in the new funding period 2014-2020.

INTERREG IVC good practices discussed and displayed in Bulgaria
On 28 March 2013, INTERREG IVC brought an exhibition of good practices and a national dissemination workshop on 'Inspiration for future' to Sofia, Bulgaria, for Bulgarian representatives of public bodies to share their experience with INTERREG IVC projects and give the programme some feedback on their future expectations on interregional cooperation. It was the second in a row of national workshops on presence and future of interregional cooperation.

Michel Lamblin is the Director of the INTERREG IVC Programme, running the Secretariat and its links with its Managing, Audit and Certifying Authorities and Member States. As Programme Director, he represents INTERREG IVC in discussions at regional, national and European levels.
Michel has a strong background in coordinating European operations and, in his previous role as INTERREG IIIC West Director or before, as Head of European and International Affairs for the French Region Nord-Pas de Calais, was involved in a range of Objective 1 (Convergence Objective of the Structural Funds is the main priority of the European Union's cohesion policy. In accordance with the treaty, the Union works to ...) and 2, INTERREG IIIA and INTERREG IIC and IIIB programmes. He managed the Euroregion EEIG in 2001 and 2002.
With post-graduate diplomas in Engineering, Spatial Planning and Business Administration, Michel worked for over ten years in the Energy and Waste sector before moving to the European Federation of Regional Energy and Environment Agencies in Brussels and becoming National Expert in the European Commission’s DG Environment in 1993.

Erwin Siweris shares management with the Programme Director, with a particular emphasis on projects. He has experience in managing finances for the INTERREG IIC and IIIB programmes in Rostock, Germany; and two years with the Investitionsbank Schleswig-Holstein in Kiel, Germany, advising SMEs about EU funding schemes. Before INTERREG IVC, Erwin was Deputy Programme Manager in the INTERREG IIIC West Programme.
He holds a diploma in Political Economics and Banking and has worked as a consultant in political economics.

Aous Tamimi joined the INTERREG C JTS in April 2004 to provide Information Technology (IT) support.
Prior to his work in INTERREG, he has worked as an electronic engineer and programmer in various private companies and public offices, including a Repair & Coordination Centre, and a robotics company, where he was network administrator, designing and programming a robot-user interface.
Aous holds a BSc degree in Electronic & Communication Engineering from the University Of Technology in Baghdad (Iraq).
Aous speaks Arabic, English, French, Dutch and some Portuguese.

Nuala Morgan is responsible for communication strategy and implementation for the INTERREG IVC programme, and for producing programme publications.
Nuala joined the team in Lille in June 2007, as INTERREG IIIC West Communication Officer. Previously, she worked for the online European magazine, cafebabel.com – of which she is a founder member-, as Communication and Network Coordinator.
Nuala graduated with a BA (Hons) in Business and Politics with French from Trinity College Dublin, and has studied at the Institut d’Etudes Politiques in Strasbourg.

Irma Astrauskaitė is responsible for events organisation at programme level.
Before joining the INTERREG IVC in May 2011, Irma was in charge of communication activities at the Latvia-Lithuania Cross Border Cooperation (EU regional policy programme which promotes projects whose partnership is constituted by partners coming from two or more states and who are located in the border ...) Programme for three years. She has also worked in a private sector where she gathered international experience in journalism, contemporary media and public relations.
Irma obtained a MA degree in Communication and Information from Vytautas Magnus University. During her studies she spent one semester at Dortmund University in Germany, where she focused on on-line journalism and multimedia studies.
She speaks Lithuanian, English, German, Latvian, Russian and some French.

Petra Polášková joined the programme in March 2011 as Communication Adviser for Information Point (a body constituted in order to provide information as well as to promote the programme in a defined area) East. She is now Communication Officer at the Joint Technical Secretariat in Lille, responsible for coordinating national and regional communication requests.
- Petra has been working as a freelance translator and ESL (English as a Second Language) lecturer in Prerov, the Czech Republic, for 4.5 years. Between 2002 and 2006, she held the position of Teaching Assistant at the Northeastern University in Boston, U.S., teaching undergraduate courses in International Affairs, International Conflict and Negotiation as well as U.S. Foreign Policy. She also has professional experience in Public Relations gained at the Institute of International Relations in Prague, where she was responsible for organising seminars and international conferences, promotion of events and communication with participants and service suppliers.
- Petra’s educational background ranges from International trade, International politics and diplomacy to Public and international affairs, in which she was awarded PhD title.
- Besides her mother tongue Czech she speaks English and German as well as basic Polish, Spanish, Russian and French.

Magdalini Anagnostou joined the JTS team in January 2012 as the officer in charge of implementing the INTERREG IVC Thematic Capitalisation.
- Before joining the JTS, Magdalini worked as Project Officer for the INTERREG IVB North West Europe Programme in Lille and as external expert for the INTERREG Managing Authority in the Ministry of Economy and Finance in Greece. Previously she worked as a counselor and legal adviser on European projects, and as polyvalent lawyer in Greece.
- Magdalini graduated with a Master of Law from Aristotle University of Thessaloniki (Greece) and holds an M.Phil in International Relations, Politics and Diplomacy from University Paris I-Panthéon Sorbonne in Paris. She has also studied Strategic thinking & systems tools for managing change and capacities for managing development at UK Open University.

Clémentine Gravier joined the JTS team in October 2012 as the officer in charge of public procurements.
Before joining the JTS, Clémentine worked for 2 years as a Press/Communication officer for the French Foreign Office in Mumbai, India.
Clémentine studied at the Institute of Political Studies in Rennes and at the University of Eichstaëtt-Ingolstadt in Germany. She holds a Master degree in Political Sciences with specialisation in European Affairs and French-German cooperation from the Institute of Political Studies in Strasbourg.

Laure Lesec joined INTERREG IVC JTS in February 2007. Her tasks include the assistance to Finance Unit and the coordination of assistance tasks. She is taking care of the logistics, the administration and the internal financial aspects of the office.
Before joining the JTS, Laure worked for different private companies: 3 years as a commercial assistant in Hewlett-Packard, 2 years as a credit management assistant in Avery Dennison and 2 years as a marketing assistant in Lesaffre.
Laure holds a degree in Economics. She studied at the University of Grenoble (F).

Aleksandra Niechajowicz joined the Programme in March 2011 as assistant in the INTERREG IVC Information Point East. In 2012 she will work for the JTS replacing Laure Lesec during her maternity leave. Aleksandra will be responsible for administrative-organisational issues and financial aspects of the office. She will also provide assistance to the JTS Finance Unit.
- Aleksandra previously worked in multinational IT corporations, Steria and Capgemini. She is also a freelance translator of French and English.
- Aleksandra is a graduate in French & Translation, and a holds a postgraduate degree in Specialized Translation (English).

Raluca Toma joined the JTS in August 2012 and her tasks include assistance to the general management and communication of the JTS.
- Previously, Raluca worked as a PR and Communication Officer for the Romanian Cultural Institute (international organization that aims at promoting Romanian culture worldwide) for more than three years.
- Raluca graduated in 2008 with a BA in Public Relations and Communication from University of Bucharest, and obtained her MA in Publishing two years later. During her studies, she was an Erasmus student at the University of Toulouse, “Le Mirail’ in France. Having always been interested in project management and European cooperation, Raluca followed several courses on different topics in Paris, Utrecht and Torino.

Petra Geitner is coordinating the tasks of the finance team. The finance team’s responsibilities range from advising project lead applicants and lead partners on financial matters, assessing project proposals, monitoring running projects with a focus on financial and first level control matters and making payments to the Lead partners in cooperation with the Certifying Authority (the CA is mainly responsible for drawing-up and submitting certified statement of expenditure and application for ERDF payment to the European Commission. Moreover, ...) after approval of the progress reports. The finance team is also assisting the Member States and Norway in setting up and implementing their first level control system and supports the Group of Auditors and the Audit Authority in all audit related matters, especially the sample checks on operations.
Before joining the JTS in 2003, Petra worked for an international audit firm in Germany where she was involved in the audit of European programmes financed from the Structural Funds (The EU's Structural Funds are administered by the Commission to finance Community structural aid. They comprise the Guidance Section of the EAGGF for agriculture, ...) .
Petra studied English, French and Politics at the Universities of Hannover (Germany) and Lille (France). She also holds a Masters degree in European studies from the College of Europe in Bruges (Belgium).

Mahesh Bardwaj joined the JTS team in November 2010. He is responsible for the financial control and audit matters of the programme. His main tasks relate to assisting the Member States and Norway in setting up and implementing their first level control system and supporting the Group of Auditors and the Audit Authority in all audit-related matters, especially the audits on projects. He also participates in monitoring the financial aspects of approved INTERREG IVC projects.
Before joining the JTS, Mahesh worked for the European Commission’s DG Europe Aid and the INTERREG IVB North-West Europe Programme's JTS where in both cases he was involved in finance monitoring.
Mahesh has a Bachelor’s in Economics and a Master’s in European Politics and Public Policy.

Katja Ecke joined the JTS team in March 2008. She contributes to monitoring the financial aspects of the INTERREG IVC running projects.
Before joining the JTS, Katja worked for the Geography department of the Humboldt-University Berlin, where she was involved in different international research/applied projects. Katja was also the responsible project and financial manager for an INTERREG IIIC EAST project.
Katja studied Geography, City and Regional Planning and Geographic Information Science at the Humboldt University Berlin, Technical University Berlin and University of North Carolina (NC, US).

Before joining the JTS, Marie worked for 3 years for the European Association of Chambers of Commerce and Industry where she was involved in EU co- financed projects.

Stefania Amorosi joined the JTS team in October 2010. She contributes to monitoring the financial aspects of the INTERREG IVC running projects.
Stefania previously worked at the Italian Ministry for Environment, where she was responsible for the financial management of bilateral and EU cooperation projects, mainly within INTERREG Alpine Space. She also supported the implementation of Structural Funds programmes for the Convergence objective, namely the Interregional programme for renewable energy and energy efficiency and the national operational project for technical assistance to public administrations, where she was ensuring first level control.
Stefania holds a Master degree in Territorial Marketing and Local Development from the University of Sacro Cuore of Piacenza and studied Political Sciences at the La Sapienza University of Rome with specialisation in International Affairs.

Elisa Milos joined the JTS team in October 2010 as a finance officer. She contributes to monitoring the financial aspects of the INTERREG IVC running projects.- Prior to joining JTS, Elisa served as a Developer and Training Officer on financial issues at INTERACTPOINT Viborg from January 2009. Previously Elisa had spent 6 years at the Autonomous Region of Friuli Venezia Giulia in Italy. She was a staffmember of the Paying Authority which oversees several European Programmes such as Objective 2 (Cometitiveness & Employment Objective of the Structural Funds aims to revitalise all areas facing structural difficulties, whether industrial, rural, urban ...) , Leader +, INTERREG IIIA Italy-Slovenia and Italy-Austria. She later worked for INTERREG IIIA Italy-Slovenia JTS.

Ilaria Piazza Ilaria Piazza assists the Finance team in monitoring the financial aspects of projects such as checking the compliance with first level control requirements. She is also conducting a study on simplification measures related to the reporting of staff costs and collaborates in the organisation of events arranged by the Finance team.
- Before joining the Joint Technical Secretariat, Ilaria was working as a policy intern at the Italian Embassy in Tallinn, Estonia.
- Ilaria earned a Master of Arts in European Interdisciplinary Studies from the College of Europe in Natolin (Warsaw) and wrote her Master’s thesis on the implementation of Structural Funds in the Southern regions of Italy during the 2007-2013 programming period. She also studied Political Science and International Relations at the LUISS Guido Carli University in Rome (Italy). During her studies, she spent six months at the University of Maastricht as an Erasmus student.

Nicolas Singer is coordinating the work of the Project Officers’ team. The team’s responsibilities range from advising project lead applicants and lead partners on activity related matters, assessing project proposals, and monitoring running projects. The Project Officers’ team is also involved in the thematic follow-up of the programme’s priorities and in the preparation of the programme’s decision on all content-related issues.
Nicolas holds Masters degrees in International Trade (Lille, France) and in European Management Strategy (Stoke-on-Trent, UK). Before joining the JTS in 2003, Nicolas worked on a series of European cooperation projects in the framework of INTERREG IIA (Kent / Nord-Pas de Calais) and IIC (North West Europe). He also worked on several other Structural Funds programmes (e.g. Innovative Actions, Objective 1 and 2).

Elena Ferrario supports approved projects and monitors their development. She provides assistance to potential applicants and is involved in the assessment of project proposals.
Elena previously worked for two years at the INTERREG IIIC West JTS. Her tasks were supporting the Lead partners of approved projects and monitoring of the projects’ development. She had previously worked for four years at the Venice City Council, in Italy, where she managed several projects co-financed by the EU Structural Funds, such as INTERREG IIIC East, INTERREG IIIB CADSES, INTERREG IIIA Italy-Slovenia. She also managed a number of decentralised cooperation projects.
Elena holds a master degree in International Relations and International Safeguarding of Human Rights. She studied at the Universities of Padua (Italy) and Madrid (Spain).

Silke Brocks supports approved projects and monitors their development, provides assistance to lead applicants and is involved in the assessment of project proposals.
Silke already worked for two years at the INTERREG IIIC West JTS in Lille. Her main tasks were the assistance and monitoring of approved projects. Before moving to Lille, Silke worked for the German Association for Housing, Urban and Spatial Development in Brussels for four years. She was mainly responsible for the management of EU cooperation projects funded by INTERREG IIIC East, INTERREG IIIB and URBACT.
Silke holds a master degree in spatial planning. She studied at the Universities of Dortmund (Germany) and Grenoble (France).

Benoît Dalbert, Project Officer

Benoît Dalbert provides assistance to potential applicants, is involved in the assessment procedure and monitors the approved projects. He is also the main contact person within the JTS for IP East and West.
Before joining the INTERREG IVC JTS in October 2007, Benoît worked for one year in the French public administration as Policy Officer for cross-border, transnational and interregional cooperation (Part of the C strand of the ETC (as well as of the former Interreg III Community Initiative), its aim is to promote exchange and transfer of knowledge and best ...) programmes. He represented France in the Monitoring (& Steering) Committees of the four INTERREG programmes involving the Nord-Pas de Calais Region.
Benoît holds a Master of Arts in Interdisciplinary European Studies from the College of Europe in Natolin (PL) as well as a Master of Arts in Political Science & European Affairs from Sciences Po Paris (FR). He also studied at Warsaw University (PL), Freie Universität Berlin (DE), and INALCO (FR).
He speaks French, English, German and Polish.

Erika Fulgenzi joined INTERREG IVC JTS in October 2009. She monitors the approved projects, provides assistance to potential applicants and is involved in the assessment procedure. She is also the main contact person within the JTS for IP South.
Erika previously worked for four years at SVIM, the Regional Development Agency of Marche Regional Authority, in Italy, where she managed several projects both co-financed by the EU Structural Funds, such as INTERREG III Adriatic New Neighbourhood Programme, INTERREG IIIB CADSES, INTERREG IIIC North, and directly funded by EC, such us LLP and PROGRESS Programmes. She was also involved in the implementation of the single programming document ob. 2 2000-2006 Marche and in the drafting of ERDF O.P “Competitiveness and Employment” 2007-2013 Marche.
Erika holds a degree in law with a specialisation in international and European law and a master degree in European Affairs. She studied at the University of Bologna (Italy).

Martina Bačová, Project Officer

Martina Bačová joined the JTS in August 2007, where she first worked for two and a half years as a Finance Officer. She is now part of the Project Officer team, where she supports approved projects and monitors their development, provides assistance to potential applicants and is involved in the assessment of project proposals. She is the main contact person for IP North.
In her previous position in Berlin, she dealt with project management of several European cooperation projects funded under the Community programmes INTERREG IIIC and Intelligent Energy Europe.
Martina studied economics at the Vienna University of Economics and Business Administration (Austria) and the University of Potsdam (Germany).
She speaks Slovak, German, English and French.

Hélène Bergès joined the JTS team in January 2011. After her internship at the JTS, she continued to work in the Communication team, and was dealing mainly with the organisation of events at programme level and tendering procedures. Now acting as a Project officer she is in charge of project monitoring and supports the team during the maternity leave of Silke Brocks.
Hélène grew up in Niger. Back in France, she studied Political Sciences with a specialisation in European Affairs at the Institute of Political Studies in Lille. She holds a Master Degree and wrote her Master thesis on the issue of Roma minorities in the European Union. She studied for one year at the Humboldt University of Berlin, in Germany.

Akos Szabo joined the secretariat in 2007, where he worked until March 2013 as the Information Point West for the INTERREG IVC programme in Lille/France. He is now Project Officer, responsible for supporting approved projects and monitoring their development, providing assistance to potential applicants and was involved in the assessment of project proposals.
He started his professional career in the Prime Minister’s Office in Budapest, Hungary, where among other tasks, he dealt with financial control and monitoring of EU funds and of the national budget. In 2004 he joined the Joint Technical Secretariat of the Slovenia-Hungary-Croatia INTERREG IIIA Neighbourhood Programme in Ljubljana/Slovenia as the Hungarian member.
Akos graduated as an economist from the faculty of non-profit organisations and diplomacy of the West-Hungarian University in Sopron/Hungary in 2002.
Akos speaks Hungarian, English, German and some French and Italian.
